Online Casino Complaints: What to Do When It Will Not Pay
There is no Australian ombudsman or regulator that can recover winnings from an offshore casino: the ACMA says Australian regulators cannot help if such an operator withholds your winnings. Start with the casino's own complaint process and keep the evidence. If it holds a Curacao licence, the regulator's rules give you 6 months to complain, a reply within 4 weeks and a free independent ADR service if you are still not satisfied. Australian-licensed bookmakers are different: complaints go to the regulator that licensed them, such as the NT Wagering Commission.
When an online casino sits on a withdrawal, the first search most people make is for an ombudsman. For offshore casinos, the honest answer is that no Australian body can order one to pay. The ACMA says that if an operator of a prohibited service withholds your winnings or treats you poorly, Australian regulators cannot help. That does not leave you with nothing. There are routes that work, a right order to use them in, and evidence that makes each one stronger. This page sets them out, from the casino's own process to the Curacao regulator's rules and the separate route for Australian-licensed bookmakers.
The limits of Australian help for offshore casinos
- No recovery by Australian regulators: the ACMA says plainly that regulators cannot help with winnings an offshore operator withholds.
- Other options the ACMA names: independent legal advice, the ACCC, and the licensing authority that issued the operator's licence.
- Reporting is still possible: you can complain to the ACMA about a site offering prohibited services, anonymously if you prefer. The ACMA customer line is 1300 850 115.
- BetStop and state regulators cover Australian-licensed wagering, not offshore casino games.
- Blocking cuts both ways: a site the ACMA has blocked can become unreachable, including your account and balance, so an open complaint gets harder to follow up.
Complaint routes compared
| Route | What it can do | What it cannot do | Time limits |
|---|---|---|---|
| The casino's own complaint process | Review the dispute and pay a withheld withdrawal; give you a reference number | Act as an independent judge of its own decision | Curacao licensees: acknowledge within 1 week, respond within 4 weeks |
| Independent ADR (Curacao licensees) | Review the dispute independently; the operator bears the cost, so it is free for you | Replace the first step: the policy expects you to complain to the licensee first | After the licensee's own process |
| Curacao Gaming Authority | Set the complaint rules licensees must follow | Resolve or decide individual complaints about gambling transactions | Complaint within 6 months of the bet or incident |
| NT Wagering Commission (NT-licensed bookmakers) | Direct the licensee, declare a wager void or valid, hold a hearing, take disciplinary action | Award compensation, handle closed or restricted accounts, BetStop, refused bets or customer service | Within 60 days; late up to 2 years with a reason |
| ACMA | Take complaints about sites offering prohibited services and have sites blocked | Recover winnings from an offshore operator | None stated |
| ACCC | Named by the ACMA as an option | We did not check what it can do in a casino dispute | Not checked |
Build your file before you complain
Every route above, from the casino's live chat to the NT Wagering Commission, works better with a tidy record. Collect it before you send the first complaint, while you still have access to the account:
- Screenshots: your balance, the withdrawal request, its status and any error message, with the date visible.
- The terms as they were: save a copy of the terms and conditions and the bonus terms on the day you complain, with the version or date. Terms change, and the version you played under is the one that counts.
- Chats and emails: export or screenshot every support conversation, including the agent's name if shown.
- Verification: a list of the documents you sent for identity checks and the dates you sent them.
- A reference number: ask for a dispute or ticket reference and quote it every time. The NT Wagering Commission asks for one on its complaint form.
Step one: the casino's own process
Every regulator on this page expects you to go to the operator first. Under the Curacao policy, the complaint procedure must be visible on the operator's website as a standalone link or document and included in its terms and conditions, and complaints go through an official complaint form. That form asks for your name, address, account number, the dates involved and a description of what you are disputing. Keep your message factual: what you asked for, when, what the casino said, and what you want to happen.
The ACMA's list of common complaints is a useful checklist of what to watch for: operators that accept deposits but block withdrawals, sites that close without notice, and money still being taken after a player has closed an account. If any of those applies, say so in the complaint and attach the evidence. Before you choose any casino, including those on our best online casinos Australia page, it is worth finding its complaint procedure and licence number while nothing is at stake.
Curacao-licensed casinos: the regulator's complaint rules
Rolling Slots, one of the casinos whose terms we read, holds a Curacao licence. If your casino is licensed in Curacao, check its terms for the licence details. The Curacao Gaming Authority's Player Complaints Policy Guidelines (version 1.1, 18 June 2025) set these rules for its licensees:
- you can complain free of charge up to 6 months after the bet was settled or the incident happened;
- the licensee must acknowledge a complaint within 1 week and respond within 4 weeks;
- complaints about responsible gambling must be acknowledged within 2 days and resolved within 5 business days, with an extension of up to 2 weeks at most;
- the licensee must offer an independent ADR service and bear its costs;
- the CGA itself will not resolve or decide individual complaints about gambling transactions.
In practice that means: complain through the casino's form, note the dates, and if the 4 weeks pass without a fair answer, ask the casino in writing for its ADR provider. The CGA sets the rules but does not act as a referee for individual disputes.
Australian bookmakers: the NT Wagering Commission route
Licensed Australian bookmakers answer to the regulator of the state or territory that licensed them. Where the bookmaker is licensed in the Northern Territory, the NT Wagering Commission publishes its process. First try to resolve the dispute with the operator and get a dispute reference number. Then lodge the wagering complaint form within 60 days of becoming aware of the issue; a late complaint can be accepted up to 2 years if you give a reason. The form asks for a summary of the dispute, the wager details, the reference number, your contact with the operator, the operator's name, your account details and supporting documents.
Most complaints are resolved within 6 months. The Commission can direct the licensee, declare a wager void or valid, hold a hearing or take disciplinary action. It will not handle compensation or damages, customer service, closed or restricted accounts, BetStop, bets that were refused or not processed, or minimum bet laws. For questions, Licensing NT is on 08 8999 1800. Operators licensed in another state go to that state's regulator.
Withdrawal times and limits: checks that prevent disputes
Many complaints start with a withdrawal that is slower or smaller than the player expected, not with a refusal. Three checks before you deposit avoid most of them. Verify your identity early: in the terms we read on 24 Sep 2026, Rolling Slots allows up to 72 hours after documents are received, with its verification team working Monday to Friday, 09:00 to 18:00 GMT+3, so documents sent on a Friday evening can wait until Monday. Withdraw with the same method you deposited with where possible. And read the bonus terms before you accept an offer, because bonus terms can limit when and how much you can withdraw.
| From the terms, read 24 Sep 2026 | Wild Tokyo | Rolling Slots |
|---|---|---|
| Maximum withdrawal at the entry level, per day | A$800 | A$800 |
| Maximum withdrawal at the entry level, per month | A$13,000 | A$16,000 |
| Minimum withdrawal: bank transfer / crypto / other | A$15 / A$90 / A$30 | A$15 / A$90 / A$30 |
| Other rules we noted | At most 3 withdrawal requests open at once | Verification up to 72 h after documents |
Limits rise with account level at both sites, up to A$40,000 a month at the top level. We could not read the terms of LuckyOnes or VegasNow, which were geo-blocked from our location, so we make no claim about them. On the payment side, a PayID payment through Osko typically arrives in under a minute once it is sent, but banks can set daily limits that include PayID, and the casino's own processing comes first; our PayID casinos and fast withdrawal casinos guides look at that side.
If the money does not arrive
- Keep every complaint in writing and within the time limits above.
- Use the ADR route if the casino offers one; it costs you nothing under the Curacao policy.
- Consider independent legal advice for a large amount, as the ACMA suggests.
- Report the site to the ACMA if it offers prohibited services, anonymously if you like.
- Do not deposit more to "unlock" a withdrawal, and stop playing at a site you are in dispute with.
- If a dispute is taking over your time or money, the National Gambling Helpline on 1800 858 858 is free, confidential and open 24/7.
